Salah seorang warga Desa Awa’ai yang tidak mau disebutkan namanya saat memberikan penjelasan kepada awak media ini mengatakan “Pembangunan Pengaspalan Jalan Holmix ini sangat dikesalkan sekali, dikarenakan kurang memadai atau sangat tipis sehingga setelah beberapa hari sudah diaspal sudah pada rusak dan berlobang” ucapnya warga
Dijelaskan lagi “kami sebagai warga disini sangat merasa kecewa dan dirugikan oleh pihak kontraktor karena awalnya kami sangat berterimakasih adanya Pembangunan ini yang bisa mengubah nasib kami dalam transportasi yang selama ini kami sangat membutuhkan, tapi pada akhirnya kami melihat pihak rekanan yang merasa senang dengan meraut keutungan begitu besar” pungkasnya
“Lebih parahnya lagi, bukan hanya Pembangunan Jalan Holmix ini yang dijadikan pemuas dari rekanan, bahkan ada Pembangunan Tembok Penahan Tanah (TPT) yang kami lihat dikerjakan oleh salah seorang oknum DPRD Kota Gunungsitoli dan begitu juga dikerjakan asal jadi atau tidak sesuai dengan bestek TPT yang seharusnya itu digali dasarnya lebih dalam bukan dipasang diatas tanah saja dan ini sudah terbukti juga belum beberapa hari setelah dikerjakan sudah ambruk” Dijelaskan warga tersebut dengan nada penuh kesal
Dirinya pun merasa kesal dan mempertanyakan terkait sistem pengawasan langsung dari instansi terkait dalam hal ini UPTJJ PPK 3.5 PUPR Provinsi Sumatera Utara.
“Tidak salah kalau kondisi dan hasil kerjanya buruk sekali, karena sejauh ini pantauan kami selaku warga peran pengawasan dari Dinas tersebut itu kurang bahkan mungkin juga jarang datang untuk mengecek proses pekerjaan jalan hotmix ini, Mohon fungsikan pengawasan harus dijalankan supaya pekerjaan ini ada asas manfaatnya dan bisa bertahan lama sehingga hasilnya dapat maksimal dan tidak ada kecurangan oleh kontraktor, selain itu pengawas harus memahami dan berkopetensi di bidangnya.” tuturnya
