Pekanbaru, Riau – Srikandinews.com. iBuktikan omongannya, Ketua LSM Gerakan Anti Korupsi dan Penyelamatan Aset Negara (Gakorpan) Prov. Riau, Rahmad Panggabean, sambangi Mapolda Riau, Sabtu (26/10/2024) siang, guna mengadukan hasil temuannya dan Tim LSM Gakorpan di Bukit Kesuma pada Jumat (25/10/2024) pagi.
Dijelaskan Rahmad, ini dilakukannya karena menilai Kapolsek Pangkalan Kuras, AKP Soehermansyah, S.H, tak profesional dan terkesan mengintervensi dirinya saat akan akan mengadukan adanya temuan gudang Penimbunan BBM bersubsidi jenis Pertalite dan Solar di Bukit Kesuma, wilayah hukum Polres Pangkalan Kuras.
Diungkapkan Rahmad, pada Senin (28/10/2024), Ia akan membuat laporan ke Propam Polda Riau terkait kinerja Kapolsek Pangkalan Kuras dan jajarannya, dimana Barang Bukti (BB) sebanyak 68 jerigen ukuran 35 liter yang diduga berisi BBM bersubsidi dan lainnya, serta terduga Pelaku Penimbun, Pemasok BBM bersubsidi hingga saat ini tidak dibawa ke Kantor Polsek Pangkalan Kuras. Padahal, Kapospol Bukit Kesuma, Bripka Andriko, telah mengamankan BB dan terduga Pelaku.
“Apapun alasannya, barang bukti dan terduga Pelaku harus diamankan ke Polsek Pangkalan Kuras. Karena ini merupakan temuan investigasi LSM dan Media,” ujar Rahmad, mengutip pernyataan salah seorang Perwira Polisi di Polda Riau.
“Ia juga menyarankan untuk segera melaporkan Kapolsek, Kanit Reskrim Polsek Pangkalan Kuras dan jajarannya yang tak mengamankan barang bukti dan terduga Pelaku ke Polsek Pangkalan Kuras,” ujar Rahmad.
“Terpaksa kita adukan ke Polda. Karena Kapolsek Pangkalan Kuras terkesan mengintervensi. Ini bukan delik aduan, makanya hari ini Saya buat Pengaduan Masyarakat (Dumas). Tak dipertanyakan koq surat tugas saat melakukan investigasi maupun jati diri pemberi informasi, seperti yang diminta Kapolsek Pangkalan Kuras saat Saya akan membuat pengaduan,” kata Rahmad kepada Awak Media usai mengadukan hasil temuan Tim LSM Gakorpan Riau di Bukit Kesuma.
Diberitakan sebelumnya, pada Jumat (25/10/2024) 09.45 WIB, Tim LSM Gakorpan Provinsi Riau, menangkap basah beberapa orang yang sedang menurunkan beberapa jerigen diduga berisi BBM bersubsidi dari sebuah mobil ke gudang yang beralamat di Kesuma, Kec. Pangkalan Kuras, Kab. Pelalawan, Riau.
Diceritakan Rahmad, awalnya Ia mendapat informasi dari Masyarakat bahwa di Kesuma atau biasanya orang menyebut Bukit Kesuma, sering melintas sebuah mobil yang diduga mengangkut BBM bersubsidi.
Mendapat informasi tersebut, dirinya berdiskusi dengan Tim lalu memutuskan untuk melakukan investigasi ke wilayah tersebut. Sesampai di Pasar Bukit Kesuma sudah tengah malam.
“Kita berangkat dari Pekanbaru sekira pukul 20.00 WIB dan tiba di Pasar Bukit Kesuma sekira pukul 00.00 WIB. Di dalam mobil kita memantau selama 3 jam, tapi tak membuahkan hasil. Sempat istirahat di sebuah warung makan hingga pukul 07.00 WIB,” kata Rahmad di Polsek Pangkalan Kuras.
Lanjutnya, usai sarapan mereka kemudian memantau dari dalam mobil. Nah, sekira pukul 09.00 WIB, mereka melihat sebuah mobil berwarna putih tanpa plat dengan bak berwarna hitam jenis Isuzu Traga yang mencurigakan. Lalu mereka mengikuti dari jarak jauh. Benar saja, saat Tim LSM Gakorpan mendekati mobil tersebut di sebuah rumah, tampak beberapa orang sedang menurunkan jerigen yang diduga berisi BBM bersubsidi dari mobil tersebut dan menaruhnya di dalam gudang rumah dan diawasi oleh seorang wanita. Melihat Tim Gakorpan turun dari dalam mobil, seketika aktifitas mereka terhenti.
“Kita mendekat, aktifitas mereka langsung terhenti. Sempat saling memperkenalkan diri, menanyakan marga. Wanita tersebut mengaku boru Butar-Butar,” ujar Rahmad.
“Ini minyak milik Konang Siahaan, suami saya. Dan diperoleh dari Bengbeng. Boleh tidak jerigennya diturunkan lagi,” ucap Rahmad menirukan pernyataan boru Butar-Butar. Dengan tegas Rahmad mengatakan, jerigen itukan milik Ibu, kami tak bisa larang. Itu hak ibu. Mau diturunkan ya terserah Ibu.
Rahmad juga menjelaskan, sekira 10 menit kemudian, Ia dan Tim LSM Gakorpan pamit pulang. Saat di dalam mobil, tiba-tiba boru Butar Butar mengetok jendela pintu sebelah kiri mobil yang mereka tumpangi dan hendak memberikan uang bensin, akan tetapi Ia tolak.
“Tak jauh dari rumah boru Butar Butar, sekira pukul 10.18 WIB, Saya langsung melaporkan temuan investigasi Tim LSM Gakorpan kepada Kapospol (Bhabinkamtibmas) Bukit Kesuma, Bripka Andriko. Karena beralasan ada kegiatan, maka pada pukul 10.35 WIB, Saya menghubungi Kasat Reskrim Polres Pelalawan, AKP Kristofel, S.I.K, M.H.
“Ya bg. Sy lg d pku bg. Monitor. Itu masuk wilkum polsek pkl kuras. Sy infokan ke anggota ya. Bg sdah ya sama kanit reskrim sek kuras,” tulis AKP Kristopel dalam balasan pesan chat WhatsApp menjawab pesan chat dari Rahmad Panggabean.
Usai mendapat nomor Kanit Reskrim Polsek Pangkalan Kuras, pada pukul 11.10 WIB Rahmad menghubungi AKP Jonson H Sitompul melalui pesan chat WhatsApp serta memberikan video hasil investigasi tersebut.
“Sdg diupayakan anggota Pos untuk dibawa. Anggota meluncur kesana dari Sorek. Anggota msh dlm perjalanan kesana,” kata Rahmad, mengutip isi pesan chat WhatsApp AKP Jonson H Sitompul, Kanit Reskrim Polsek Pangkalan Kuras.
Diungkapkan Rahmad, pukul 11.21 WIB, Bripka Andriko meneleponnya, meminta untuk datang ke gudang tersebut, Karena Andriko telah di TKP (gudang-red).
Selang sekira 2 menit (karena posisi Tim LSM Gakorpan sudah di depan rumah boru Butar Butar), Ia dan salah seorang Tim LSM Gakorpan menghampiri Bripka Andriko yang sedang mengamati puluhan jerigen yang diduga berisi BBM bersubsidi jenis Pertalite dan Solar, baik di dalam bak mobil Pick Up Suzuki dengan No. Pol. BM 8051 CK warna hitam maupun di lantai gudang
“Total ada 68 jerigen ukuran 35 liter yang diduga berisi BBM bersubsidi. 4 jerigen diantaranya diduga berisi Solar. Sementara mobil jenis Isuzu Traga entah pergi kemana,” ujar Rahmad.
Karena BB BBM bersubsidi sudah diamankan Kapospol Bukit Kesuma, Bripka Andriko, serta terduga Pelaku berada di TKP, usai mengambil dokumentasi dan foto Barang Bukti (BB), maka, sekira pukul 11.35 WIB, Rahmad Panggabean dan Tim segera meluncur ke Polsek Pangkalan Kuras untuk membuat Laporan Polisi. Tetapi, dari pukul 12.40 WIB hingga 18.39 WIB, barang bukti dan terduga Penimbun, Pemasok BBM bersubsidi belum tiba di Kantor Polsek Pangkalan Kuras.
Kepada Awak Media, Rahmad Panggabean menduga Kapolsek Pangkalan Kuras, AKP Soehermansyah, S.H, tak serius menangani laporan informasi hasil temuan investigasi LSM Gakorpan. Buktinya, hingga hampir 6 jam, barang bukti dan terduga Penimbun, Pemasok BBM bersubsidi tak kunjung tiba di Kantor Polsek Pangkalan Kuras.
“Ada permainan apa ini. Barang bukti, terduga Pelaku mau dilepas begitu saja?,” tanya Rahmad kepada Awak Media sebelum meninggalkan halaman Kantor Polsek Pangkalan Kuras.
Lalu, kata Rahmad, sangat aneh bila seorang Kapolsek mempersoalkan apakah dirinya telah menunjukkan surat tugas LSM Gakorpan kepada boru Butar Butar saat datang ke lokasi. Padahal, urai Rahmad, dirinya hanya melakukan investigasi, lalu menginformasikan hasil temuan investigasi tersebut, melalui pesan WhatsApp kepada APH sebagai bentuk peran serta masyarakat. Tidak melakukan penangkapan.
“Kalau kita beritahu bahwa kita sedang melakukan investigasi, tentu para terduga pelaku pasti kabur. Sama saja kan bila Polisi melakukan Undercover di lapangan, apa identitas Petugas diberitahukan kepada terduga pelaku?,” ucap Rahmad dengan nada kesal.
“Saya juga berhak menutup jati diri seseorang yang memberikan informasi. Kapolsek tak boleh memaksa harus saya ungkap,” pungkasnya.
Rahmad mengaku, esok, Sabtu (26/10/2024) dirinya akan melaporkan hasil temuan dari LSM Gakorpan tersebut ke Polda Riau. Karena menilai, ada Oknum Polsek Pangkalan Kuras yang coba menutupi persoalan ini. Sebab, terduga Pemilik BBM bersubsidi, Konang Siahaan, disinyalir memiliki hubungan kekeluargaan dengan salah seorang Penyidik di Polres Pelalawan yang berinisial DS.
“Bukti-Bukti sudah kita miliki semua. Tak ada alasan pihak Polsek Pangkalan Kuras tak membawa BB dan menangkap para Pelaku. Karena hal ini bukan delik aduan, ini tangkap tangan,” tutupnya. (Tim).
